Governing Council Guidelines
A) The Governing Council will be a steering committee for the Australia-NZ IODP Consortium (ANZIC), and will look after broad policy. It will provide scientific and financial oversight of Australian activities including those of the Australian IODP Office (AIO) and the Science Committee, in conjunction with the ANU Delegate, because ANU handles the consortium funds and hosts the AIO.
B) The Governing Council will consist of
- Four permanent members: ANU, ARC, CSIRO and New Zealand
- Agreed additional members: one position for Macquarie/JCU; one position for Tasmania/Melbourne for first 2.5 years, which will change to two other members for final 2.5 years of this round; and the lead Chief Investigator of the Australian LIEF consortium.
- Members will include the Chair of the Science Committee. The IODP Program Scientist will organize and attend Council and Science Committee meetings.
- Council will meet twice a year ahead of the two IODP SASEC (international IODP governing council) meetings, not necessarily always face to face.
- Once a year, just before the Governing Council meeting, a video-conference of all ANZIC contributing agencies will be convened to discuss important issues.
- Council will establish a Science Committee, chaired by a member of Governing Council.
- Council will review the staffing of international IODP panels and committees, on the basis of recommendations by the Science Committee and Secretariat.
C) The ANU Delegate, advised by the IODP Program Scientist, will present i) a financial budget against an agreed budget to the Governing Council at each meeting, and ii) a draft annual budget for the coming year at the final meeting of each year.
D) On the Australian side, Governing Council will represent all bodies that are funding the IODP membership (in January 2008 consisting of 14 universities, 3 government agencies, MARGO [Marine Geoscience Office] and ARC).
E) On the New Zealand side, Governing Council will represent all New Zealand bodies funding the IODP membership. New Zealand will cover its own costs and sign an agreement with ARC bringing them into ANZIC.
F) Governing Council may review the ranking by the Program Scientist and Science Committee of suitable cruise applicants for submittal to IODP.
G) Funding will be applied to:
- The annual IODP membership subscription
- AIO costs: salaries of office staff, office running costs, international travel, domestic travel, and outreach.
Australian IODP Office (AIO)
The Australian IODP Office (AIO) will be responsible for the day-to-day running of Australia-NZ IODP Consortium (ANZIC) affairs, and responsible both to the ANU Delegate and to Governing Council. Details are set out below:
- ANU will appoint AIO staff in consultation with Council.
- In the first instance they will consist of two people, a senior scientist as IODP Program Scientist (40% position), assisted by an administrator (50% position).
- The Program Scientist will be responsible for scientific and financial management under the guidance of Council and the ANU Delegate, including responsibility for the Office budget.
- The Program Scientist will be the first point of contact for IODP, as (in IODP terms) heading the Australian ‘Program Member Office’ and responsible for all IODP activities run through the Office.
- The Program Scientist will ensure/organize Australian/NZ participation in all national and international committees, and make sure all available positions are filled on those committees.
- The Program Scientist will work with Council and the Science Committee, and organize, produce reports for, and attend Council and Science Committee meetings.
- The Program Scientist will be a member of the Science Committee and work with the Committee to encourage and contribute to IODP scientific proposals.
- The Program Scientist will prepare i) a financial budget against an agreed budget to the Governing Council at each meeting, and ii) a draft annual budget for the coming year at the final meeting of each year. These will be checked and presented by the ANU Delegate.
- The budgets will cover membership of IODP, salaries of office staff, office running costs, international travel, domestic travel, and outreach activities.
- The Program Scientist will be expected to travel extensively in Australia and overseas. All Program Scientist travel will need to be approved by the ANU Delegate.
- The ANU Delegate will authorize all other ANZIC travel, on the recommendation of the Program Scientist, if need be in consultation with the ANU Delegate, the Chairperson of Council, or the Chairperson of the Science Committee. AIO will cover all costs for such travel including travel insurance.
- The Program Scientist will liaise between all Australian and NZ partner institutions and obtain their respective annual financial contributions.
- The Program Scientist will organize general public relations and also activities at all IODP vessel port calls in Australia.
- The Program Scientist will prepare reports for the ARC, to be submitted by the lead Chief Investigator, and drive the next ARC-LIEF bid for 2111.
Science Committee Guidelines
The Australian-NZ Science Committee will encourage and assist the development of science proposals, organize topical workshops, assess cruise applicants and applicants for IODP panel membership, and help get quality speakers to visit Australian and New Zealand research centres. Details are below:
- The Committee will be under the oversight of the Governing Council, and subject to advice from the Australian IODP Office (AIO) and its New Zealand equivalent.
- The Chair will be a member of the Governing Council, to ensure the free flow of information between the two committees.
- The Committee will be selected to cover the major specialist areas relevant to IODP, including 'extremophile' microbiology, and also take geographic distribution into account.
- The membership should be about 10 scientists with wide distribution among the partners, appointed for terms of 2-3 years. Partner institutions would have priority for their own scientists over scientists from outside the partnership.
- The IODP Program Scientist will be a member of the Committee.
- Science workshops may be held in conjunction with Committee meetings at various locations.
- The Committee will meet physically in the first year, and thereafter once a year if funds are available, but most activities will be covered by email and telephone.
